Department: Select Board Office

Overview: The Select Board office, headed by Town Administrator Tom Mayo, manages the day-to-day operations of Hingham and implements the policy decisions set by the Hingham Select Board, a three-person elected board.

Department staff, supporting the Town Administrator and Select Board, include:

  • Michelle Monsegur, Assistant Town Administrator for Finance
  • Art Robert, Assistant Town Administrator for Operations
  • Kathy Reilly, Procurement & Contracts Manager
  • Sharon Perfetti, Office Manager
  • Heidi Gaul, Executive Assistant

The Select Board office team supports:

  • 250 Employees 
  • 23 Departments
  • 8 Buildings
  • 6 municipal unions
  • 400 volunteers and elected officials serving on 70 boards and committees

This office manages key functions of the town including finance, led by Michelle Monsegur.  She leads a team developing revenue forecasts, the town’s operating budget, borrowing, and financial administration.  

It is also responsible for legal, communications, ADA Title II compliance, and economic development. Many of these responsibilities are led by Art Robert.

Procurement for the many goods and services purchased by the Town of Hingham is led by Kathy Reilly.

The Select Board Office provides direction and support to the other 23 departments and fosters a comprehensive interdepartmental approach to responding to challenges. The Mental Health Coalition, including staff from our Health, Veterans’ Services, Police, Center for Active Living, and Public Schools, is a great example of this work. 

Town Meeting: The Select Board team organizes and staffs annual and special Town Meetings. They are responsible for preparing the warrant, contracting vendor support, site logistics, accessibility, and security. 

2024 Goals

  1. The Select Board has set forth the following broad goals for this office:
  2. Build the Team
  3. Drive Process Improvements
  4. Identify Revenue Opportunities
  5. Implement the Master Plan, including climate resiliency and wellness for all ages
  6. Manage large capital projects and infrastructure investments

Ongoing responsibilities and goals:

  1. Ensure our departments have the teams and financial resources to do their jobs
  2. Ensure all departments deliver efficient and responsive services
  3. Answer residents’ questions and find solutions to departmental and town-wide challenges.


As part of our efforts to make Town Government more accessible to residents, Hingham will spotlight each Town department throughout the year. Our goal is to educate citizens about the inner workings of their local administration and the many responsibilities it holds.
